PM Fuel Relief Scheme: Latest Rules and SMS Registration
Eligibility, Relief Amount, SMS Registration and Token Steps

The PM Fuel Relief Scheme has been rolled out across Pakistan, with petrol offered at a subsidised rate of Rs 100 per liter. The scheme works through a simple SMS and token system. You register your vehicle once, request a token before going to the petrol pump, and show that token at the pump. This guide combines the official notice from the Ministry of Information and Broadcasting with the latest government updates, so you can see who is eligible, what relief you get and how to register.

Who Is Eligible for PM Fuel Relief?
The notice names motorcycle, chingchi and rickshaw drivers, along with owners of small cars up to 800cc.
Motorcycles, rickshaws and Qingqi rickshaws registered on or after January 1, 2006, are eligible for registration. When the scheme was first detailed, the cut-off for two- and three-wheelers was January 1, 2011, and the Prime Minister later extended it by five years. Owners of older vehicles should check the latest rules on the official website.
How Much Relief Do You Get?
- Motorcycle, chingchi and rickshaw drivers: The notice mentions relief of Rs 500 per week through one token. A minister described this as Rs 500 worth of petrol per week for eligible motorcyclists.
- Small cars up to 800cc: The notice mentions a saving of Rs 100 per liter on 10 liters every ten days. The same minister described this as Rs 1,000 every 10 days for owners of cars up to 800cc.
At launch, the monthly limits were reported as 20 liters for motorcycles and three-wheelers and 30 liters for cars up to 800cc. The government later announced that the five-litre limit linked to a single token had been abolished. Limits can change, so confirm the current figures on the official website.
What You Need Before Registering
You need your CNIC and your vehicle registration card. The same source adds two useful points:
- For motorcycles, rickshaws, loaders and Qingqi rickshaws, the vehicle does not have to be in your own name, as long as the registration card carries the required details.
- The SIM card you use for registration should match your CNIC.
How to Register by SMS
Registration messages are completely free of cost. Write these details in one message, with a space between each one, and send it to 9771:
- Type REG.
- Write your CNIC number.
- Write your vehicle number plate without a space inside it (for example, LHR123).
- Write the first letter of the province where the vehicle is registered.
- Write the vehicle registration date. The notice shows the format DD/MM/YYYY and gives 08102010 as its example.
Province Letters Given in the Notice
| Province / Region | Letter |
|---|---|
| Islamabad | I |
| Punjab | P |
| Sindh | S |
| Khyber Pakhtunkhwa | K |
| Gilgit-Baltistan | G |
| Azad Jammu and Kashmir | A |

How to Get Your Fuel Token
After registration, the notice gives three steps:
- Before going to the petrol pump, type TOK and send it to 9771.
- You will receive a message with the token number, your vehicle number, the fuel quantity and the period in which the token can be used.
- Show the token at the petrol pump and buy petrol at the discounted rate.
The minister said the token is generated and the fuel relief is added within minutes.
Rules at the Petrol Pump
Discounted petrol is given only to a registered vehicle with a valid token, and only for the vehicle shown against that token. It cannot be filled into another vehicle, so staff cannot oblige you if you bring a different one. The government has also directed that every operational fuel station be brought onto the system, while permanently closed and diesel-only outlets are removed.
Practical Tips
- Check your CNIC number and plate twice before sending the SMS.
- Keep spaces only between the separate details, never inside the number plate.
- Use the province letter of the vehicle’s registration.
- Send messages only to 9771, and visit www.pmfuelrelief.pk for guidance.
